Dear H.E General Director of General Department of Customs and Excise:
Subject:Request for measures to strengthen the inspection of the importation of fire equipment, materials and facilities, and inflammable and explosive substances into the Kingdom of Cambodia.
Reference with: - Laws on Fire Prevention and Firefighting

In reference to the aforementioned subject, the General Commissariat of National Police has a great honor to inform His Excellency that in the past, the importation of fire equipment, materials and facilities, and inflammable and explosive substances into the Kingdom of Cambodia, by companies must always be certified and permitted by the Ministry of Interior, on behalf of which the General Commissariat of National Police acts to issue a proper import license and inspect the quality and effectiveness of utilization in a bid to protect lives, properties, environment, public order and social stability.
However, through inspections and investigations by competent task forces, it has been observed that at distribution targets and other markets, fire prevention and firefighting products are being sold and distributed for personal use, home use and other targets without standard quality, labels and sources, therefore causing serious negative impacts to fire prevention and firefighting, particularly at the outset of a fire incident and affecting people’s trust in the competent institutions to govern and inspect the importation of those equipment and materials.
In order to strengthen the enforcement of the Law on Fire Prevention and Firefighting and Sub-decree No. 209 អនក្រ.បក dated December 31, 2007 on Prohibited and Restricted Goods, the General Commissariat of National Police hereby requests that His Excellency cooperate in taking measures necessary to take control at bipartite and International border checkpoints (land, sea and air) by requiring those imported equipment, materials and facilities for fire prevention and firefighting and and inflammable and explosive substances to be certified or licensed by the General Commissariat of National Police. Furthermore, please report all suspicious cases in connection with the importation of the above-mentioned equipment and materials to the specialized units of the General Commissariat of National Police so that specialists could be assigned to conduct a spot-check and prevent the importation of low or no quality equipment, materials and facilities .
Therefore, we kindly request that H.E General Director of General Department of Customs and Excise consider and take actions as you deem fit.
