ISSUANCE OF A LETTER OR CERTIFICATION OF QUALITY AND EFFECTIVENESS OF EQUIPMENT, MATERIALS AND FACILITIES FOR FIRE PREVENTION AND FIREFIGHTING AND CERTIFYING OF SAFETY SYSTEM AT TARGRTS
Fire Prevention and Firefighting and Rescue Police officers have endeavored to carry out their duties responsibly and professional during firefighting operations, rescuing peoples' lives public and private properties effectively, quickly, transparently and in a timely manner and preserving security, public order, national stability and environment, therefore gaining people’s trust, respect, respect and encouragement.
Despite the above achievements, it has been observed certain negative behaviors committed by Firefighting Police officers of Municipal/Provincial Police Commissariat in abusing the requirements by issuing a certificate or certifying the quality and effectiveness of fire prevention and firefighting equipment, materials and facilities and fire prevention and firefighting safety system at targets and also issuing other certifications related to firefighting duties and even distributing them to vendors to stick on equipment, materials and facilities for fire prevention and firefighting without proper inspection and laboratory test in compliance with technical standard. Those products with no proper mark, counterfeits, improperly-modified products have negatively affected people’s trust in, the dignity and reputation of, National Police Forces, especially the Firefighting Police officers and these shall constitute a criminal offence.
In order to eradicate the above behaviors, the General Commissariat of National Police is drafting a Prakas on a certificate of quality inspection of fire equipment, materials and facilities and fire prevention and firefighting safety system, which will soon apply uniformly, nationwide.
Therefore, the General Commissariat of National Police hereby instructs that His Excellency, Municipal/Provincial Police Commissioners educate and immediately stop their subordinators from issuing a certificate or certifying anything else in connection with fire prevention and firefighting duties. If still defiant, the offender shall be punished in accordance with National Police Disciplinary Rule No. 006bbc.
Upon receipt, Municipal/Provincial Commissioners shall execute this Direction effectively and responsibly from the date when it is signed.
